Hair and nails are very similar in structure. Both are made up of a protein called keratin. Nutrition and health have a big impact on hair and nails. If someone doesn't color their hair, washes their hair every few days with a gentle shampoo, conditions it, gets regular trims and their hair is very fragile and it's falling out, then yes, it's a good idea to speak with a doctor about hormones, and dietician about nutritional deficiencies etc. But the majority of issues are usually tracked back to improper care.
As for the nails: If someone doesn't use nail polish or any gels/dips etc, gently cares for their nails without cutting living skin and buffing the nail plate. Doesn't wash hands excessively, uses hand cream after each hand wash and a drop of oil on the nails to condition them. Uses proper hand cream at night, doesn't bite, pick their nails... has weak, peeling nails that are separating from the nail bed, then definitely it could be something nutritional/health related and might benefit from the advice of a doctor or/and nutritionist
